No dial tone in outside junction box

My landline has no dial tone at the outside junction box.  However, when I plug a phone into the voice modem (Arris TM722) I get a dial tone.  I can then dial out, but the line won't receive incoming calls.

 

I can see an incoming call number siplayed on the TV, and the voice-mail records messages.

 

What's going on?

What outside junction box are you referring to? Your dial tone comes out of the modem. With your phone plugged into the modem and you call yourself with a cell phone does it go right to voicemail or rings?

You didn’t answer the question, when you call yourself with a cell does it go right to voicemail with no ring (listening through the cell) or does it ring (while listening through the cell) and eventually get to voicemail. One is a provisioning issue, one is a possible phone issue depending on your answer

I can call my cell phone with a phone handset plugged into the Line 1 jack on the back of the modem.  I can call the landline number from my cell phone, but it doesn't ring the handset and eventually goes to voice mail.

 

The last time I had this problem the tech told me to check for a dial tone at the outside customer service box where the line comes from the pole.  There was no dial tone there, so he went up the pole that the phone line was fed from, jiggered some wiring, and I got my service back.

When I call the landline with the cell phone I hear the ring tones before the call goes to voice mail.

Then check that your phone is in the proper phone port on the modem (tel1). Or a different phone.
