I would insist that a tech come out and inspect the coax from the pole to your home or test the underground coax if it is burried.
I had squirrel chewed coax. Once replaced, it fixed a lot of problems.
Since you and neighbor have this problem, I bet it might be a rodent or bad in ground cable issue.
