Fast busy signal after dialing out

Fast busy signal after dialing out

Signed up for xfinity’s phone over internet svc. Getting a dial tone, yet when I dial a number, it pauses and then gives me a fast busy signal. Also, when I try to call my new number from another phone, it goes to voice mail vs ringing. When I first spoke to a rep, they said my modem was not voice compatible. I replaced the modem with a recommended version and I’m still having the same issue. Spent 45 minutes on the phone with tech support and they could not resolve. Any thoughts on how to correct?
