Does this happen on all phone calls or only some phone calls? I'm asking to determine if your issue with calls being routed to voicemail has something to do with the Anonymous Call Rejection Feature with the Xfinity Voice service or the Set-Up of Your Voicemail from Your Home Phone.

We're having the same issue. The phone rights but when I answer the call is dead and it has gone directly to voicemail. I know this because I'm calling from my cell phone to my home phone. We recently got an "updated" modem (white plastic) from Xfinity and all was connected fine. This problem started happening about a week ago. I've checked all of our phone settings on the app from my phone AND my laptop and still no relief.
