Do you mean block someone from sending you an email?  If so, you can create a filter.

• Open their email and copy their email address
• Then, click on the gear icon, then on Settings
• Under Mail in the left pane click on Filter Rules, then on Add new rule
• Name your rule
• Then, under each category, click on add condition/add action and fill in the information. [In Conditions, paste the email address you copied]
• If you don't want to see the email at all under Action/Add action, choose Discard - or any other action you want.
• When you are finished, click on Save
