There are three levels of users. The first two require email addresses for confirmation since they have higher privilege levels. The third does NOT require an email address to be entered for confirmation. Choose that one for the new user.

I basically gave up and created more google email addresses. I am not even going to use Xfinity email as my main email program- I use MAC mail. MAC mail is a lot more user-friendly. I would have used yahoo but I saw on another answer that yahoo no longer offers free emails and Earthlink will not allow me to take my email addresses with me after I cancel with them. the only other possibly still free email provider is AOL. I haven't checked them out, yet. thanks for your help, though.

I just added a new user twice using my desktop and mobile phone accessing the MyXfinity.com web site. The 'Viewer' user role DOES NOT require a Contact Method (email or mobile phone number) like the other two roles do. Not sure if something changed correcting what you were seeing or somehow the way you were accessing adding a new user was problematic, e.g. browser/cache issues.
Update: And, yes, when logging in to my Viewer account using the Xfinity Stream app, it prompts for an email address for account password recovery or something BUT it also allows you to 'Ask me later'. The screen ALSO has an 'X' upper right allowing the user to CANCEL the screen and go back. Going back and accessing the Stream app again remembers/retains the login and takes the user directly to the schedule of channels to stream, WITHOUT showing the screen prompting for email for recovery.

Log in to your account, go to Users and create a new user. The user name will be the email address at comcast.net. See this thread for more info :
