I receive e-mail from a valid domain several times per week. It alwys goes to the SAPM folder, even though I sign in and check every single one NOT SPAM. How can I fix this?
Comcast should provide a way for users to whitelist a sender so their mail would not be considered spam, but they don't. The "Not Spam" function unfortunately takes a lot of clicking on a lot of messages to perhaps stop future messages from being filtered.

You can reach them at 1-888-565-4329 (from https://internetsecurity.xfinity.com/help/report-abuse/). Note that this is NOT one of the general customer service numbers. The first-line reps there are sometimes not very helpful, so you may need to be persistent and keep at them until you get a satisfactory answer.
If the above doesn't help, the only other thing you can do to prevent messages from going to the spam folder is to turn spam filtering off completely so that everything they deliver is placed in the Inbox.

As Bruce noted above, You can add email addresses to your address book in webmail to ensure messages that would go to your spam folder go to your inbox. Assuming that Comcast rules are putting the email in your spam folder and not outlook or a third party client.
