Outlook 2016 not receiving email.

Updated all port settings but connection to server times out. Tried setting up new imap account, server not responding connection times out.  even at 2.5 minutes. Tried setting up new pop and imap account same thing. This is very serious. Do I need to get a different email service? It has been since last friday.
