Email will not SEND

I am receiving email on my computer. The system will not allow me to send email from my computer, tablet, or phone. How do I fix the problem

Exactly what happens when you try to send?  Are you getting any error message?  Are you using only a browser and the webmail UI?  Or a mail app or desktop client?
