Email not working anymore

I have been trying to figure this ou but it looks like comcast/xfinity has blocked ip addresses on its own network from receiving email.  As of a few days ago I am unable to use Outlook, or even a third party program that I have that sits in the tray and alerts me if I have mail.  When I looked at the logs I see that the IP that I get from comcast is blocked.

Please dont post any nonsense about clearing out the cache or use a different browser.  On a side note, I can access email using the webmail interface but its not what I want to use.
