Cannot add a second email account

I want to add a second email address for my mother.  However, under "My Account/Users" there is no option to add a new user.  I attached a screenshot of the page that I think the instructions are directing me to.  Are the instructions wrong, is there a problem, or am I a dummy who can't understand instructions?MyaccountUsersScreencap.png

It appears you may not be logged in as the Primary User of the account.  When logged in and on the Users page showing your profile, slide down and look at your 'User Role'. Before logging in, you can click the 'Forgot Xfinity ID' and follow instructions for verification to get a list of User Logins in case there is another.
