You should only need the phone # if you want to set up 2-factor authentication. You can just set up the account without it. That's what I do. When you are going through the process, it will ask for a phone # OR an email address if you are setting up a "Manager" or "Member" level account. If you select "Viewer" it won't prompt you for either, but will have you set up a secret question and answer. Viewer is the most restricted level.

You have to set up a new user to have a secondary email.
