Switching Primary User Names Between Accounts

Hi, I have been trying to switch the user names between my two accounts.  I changed one of the primary user name more than a month ago, but it still says that user name is being used.  Is there a way I could switch them without waiting for a long time?  Thank you for any help in advance.
