Orange Cable needs burial

There was an Orange Cable run by xfinity at my neighbors house.

The cable has been above ground for a several months.  His yard crew usually hangs it over the adjoining wrought iron fence when mowing.  It was originally run through the fence and I asked comcast if they could come out and fix/remove it from the fence.  A person came out the next day but the owner would not let them disconnect his service so they could get it out of the fence.  He said he works at home and couldn't have the service disconnected until Friday.

 

Your serviceman told me he would be back on Friday.  He never came back so I disconnected/reconnected  the service after about 20 seconds to get it out of the wrought iron pickets.  It has been another month and no one has been back to bury the cable.  Is there anything that can be done to get the cable buried... at least the part that comes into my yard to the junction box?
