I can no long afford my bill since it went up in price $38 in one year

I can not continue to afford my bill of $193.07 a month.  I want to delete  some services to bring it down.  I called a representative earlier and he said someone would return my call in 2-5 minutes.  No one ever did.  I need a REPRESENTATIVE to call me and tell me what I can do to bring down my bill!
