Damage Claim

I had a pretty bad sewer backup into my home, when the plumber came to check it out he found that my main sewer line had been bored through.  The picture in pipe shows a smaller orange conduit that he said is typically comcast or fiber optic.  I need assistance in both identifying as well as the damage that this has caused getting fixed.  We need to also have someone present when pipe being repaired so they dont have to cut your cable.  Please help me with this issue.
