Canceled a month ago and they still haven't made the change

I called to cancel my TV service on December 24. It took a while, but they told me my TV service was canceled.

 

A week later, I get my monthly bill, which says I ower for January TV service.

 

I call and complain, and they apologize and say they'll backdate a cancelation. My previous request simply "wasn't processed." 

 

I wait, and no new corrected bill comes. I check my account, and I'm still on the hook for January TV service.

 

I chat with customer service. They apologize and say they'll process it and send out a corrected bill.

 

Two weeks pass, and I check again. Still says I have TV service, now it has a late fee.

 

I chat with customer service. They apologize, say they'll fix it, but they can't send out a new corrected bill, and I have to wait until the next bill is issued.

 

I wait a week. New bill comes. Still says I have TV service. I chat with customer service, they apologize, say they'll fix it, and send me a corrected bill (because the last customer service rep was just straight up lying about being unable to send corrected bills on demand, I guess). 

 

This is just fraud, right? They want me to give up and they're just throwing out my cancel requests, right? This is crime, right?
