Cable signal freezing and billing issues.

I've been trying to get a hold of a human to talk to regarding my cable signal that freezes every night and weekends. Unluss I speak with a real person, the computer can't understand what I'm saying becuase there is no option.  Also need to talk to a human about my bill, but all I get is texts that do not help. This is very ridiculous. The options given are very limited and controlled. So you can never get the right answer to fix a problem. I don't want a tech sent and get charged for something that is mostly a Comcast problem.
