Bill Increase and New Offers

My bill has gone up and down for months without much valid reasons from Comcast. I understand signed a contract and that it was a temporary deal. However there are no other offers, options, or anything for existing customers. Shouldn't we be aloud to renegotiate our contract based on the customer paying their bills on time for years on end? I"m not asking for anything free or comped. I just wish to also have similar options that the new customers seem to always get. Please help.
