Appointment issues

Looking for who to complain to.  Signal to my TV breaks up.  called 5 days ago.  earliest appointment was 2/9 guarenteed 5-7pm.  At 7 pm received an email that rescheduled me for 2/14.  No contact.  No reason.  TV picture still bad.  11 days to respond?  Do they care?
