xfinity prevents me from connecting to webpage

Hello, does anyone have a solution to the following issue? The game launcher for old school runescape needs to access the following web page: https://oldschool.runescape.com/jav_config.ws but it is a guaranteed connection timeout if I'm connected to xfinity hardline internet or wifi. I'm located on the west coast of the United States. I can use VPN or a Tor browser and access that page without issue.

Not even sure how to get assistance from xfinity for this kind of issue. Whenever I contact xfinity, they just let me know I have internet and it's not an outage lol. I'm curious why this particular web site is inaccessible as of this morning, and what I can do about it. I've been playing this game for years.

Experiencing same issue, bay area california. Worked fine last night around 1 am~ Tried this morning does not work.

@user_c15824​ I also have this issue from San Jose. When I traceroute, all my traffic stalls in Hayward:

be-399-ar01.hayward.ca.sfba.comcast.net

The problem is preventing me from accessing any of my company's internal systems that are located in SoCal. All traffic stalls in Hayward. My coworker who also lives in San Jose can access these are traceroute to the same servers, but her traffic is routing through Santa Clara.

I think Hayward is having an issue.

either through terminal on Mac or dos prompt on PC. On a PC: 
https://www.hellotech.com/guide/for/how-to-run-a-traceroute-windows-10

on a Mac, launch terminal.app at the prompt, type: 

traceroute google.com

substitute the site you have issues with for google.com

Interesting. There are several other threads I see now with the same issues to various sites. One says Comcast is aware of the problem and hopes to resolve in within 4-5 hours.

FYI--- and just like that, my issues have resolved. At least I can get to the servers I need now. Hopefully they stay that way.

I'm also experiencing network traffic issues.
