Xfinity Cable Internet drops out

My Xfinity cable internet drops out frequently. I have tried several times through calls and technicians to figure out the problem. No one has been able to figure it out. After discussing the problem with the front office of our apartment complex, they mentioned that it's not just our building but several within the complex. How do I escalate this to the relevant folks at Comcast to get this resolved?

For reference, during these outages, I can clearly see every device on my network through my router/modem, but the cable rf signal drops out intermittently and then completely.
