XB10 gateway only providing a small fraction of contracted speed

I currently have the 2GB/2GB internet package. My XB10 gateway is maxing out at a whopping 120mbps down. What is going on here? This is the second XB10 I've had, and each time I restart this device my download speeds decrease.
