Why is the Comcast usage inacurate?

I wanted to verify that other people find the usage to be overstated compared to local logging on their routers. Seems like it might be a problem for a company to overstate your usage and constantly try to up-sell you "unlimited" internet.

In my case the stated usage is over 300gb more than the observed usage at my router. This is an error of nearly 30%
