Why is my download speed is locked at maximum 15 Mbps when my plan is for 120 Mbps?

I've been trying this over a direct-wired connection to the modem and it's been consistent over several weeks, and across different days/times/devices.  It always runs right up to 15, and then stops.

I've got a CGM4331COM modem that was just installed. I'm paying for the highest internet plan plan and it seems like a waste of money for the speed I'm getting.

Can I get a someone from Comcast to try and resolve this issue?

What speed do you get here ?: https://speedtest.xfinity.com/

@EG the test gave me 240.5 Mbps on a wired and a phone/wifi connection.

However, it seems I can only get that speed when doing a test. Everything else maxes out at 15 Mbps.

edit: speed test of the pc was 260.0 Mbps

@user_ad21c9 Thank you for your post! Your screenshot is measuring in Mebibytes (MiB) per second. ISP like ourselves use Megabits (Mb) per second instead I've supplied the appropriate conversions below:

15.4 Mib/s = 16.1 MBps = 128.8 Mbps

I would check to see if you can change the display units. Many file transfer programs default to bytes instead of bits.
