Who has the authority to get the Engineering Team involved in resolving a long-standing issue?

I am paying for 800Mbps service, but am getting less than 200Mbps. I've had four technicians here and none of them could find any issues with the hardware at my residence. Whenever I ask about escalating this to the Engineering team, no one seems to know how to do it. Any ideas how to get help?
