When and only when using Ethernet I cannot connect to online games or steam

Due to problems with where I am I. The house I have finally gotten Ethernet the problem is when I'm using I cannot connect to any online games server or steam itself errors related to it are usually based on the server being overloaded or not having connection to the Internet. I've tried changing it's IP, making sure that the connection Is metered to stop any torrent red flags making sure the firewall allowed the apps making sure both cables were working and making sure wifi and Ethernet weren't interfering. I honestly don't know what's going on and would love some help
