Video is buffering despite fast connection

I can't figure out why this is happening - my videos (on sites like Tubi, Vudu, etc) are buffering. They keep sending a signal to my modem, I've rebooted it (obviously), my internet speed is "fast" - not sure what else I can do? Is it a hardware issue? Please help.
