Very Slow Upload Speeds since area outage...

Starting the begining of this week I have had very slow upload speeds  Like 0.04 MB.  An outage was reported in my area accoring to the outage map,  but has since cleared a couple of times and been repoted back.  Its currently cleared but my upload speed it still very slow.   I have gone through all the troubleshooting with the tech and they have scheduled a service appt. 

I have attached my modem stats.   Is this still  related to the area serviec outage or could it be somethign my my drop.   Ive swapped routers, rebooted modem multiple times...
