upstream speed in Holmdel, NJ 07733 area

To Whom It May Concern,

I have noticed that my upstream speed in Holmdel, NJ area has been decreased from 15 Mbps to about 5 Mbps.  I want to know why?  No matter how I asked your technical persons, they just could NOT answer my questions or tell me why!!!!
