Uploads seem capped at 5mbps after changing modems

I'm on the gigabit plan and have the XB6 issue where the download speeds are somehow capped when in bridge mode and instead of upending my whole network configuration, I just decided to just change the modem to a Netgear CM1100.

 

Modem is connected to a pfSense box which in turn is connected to a Netgear RAX120 acting as an AP. PC is wired to the AP.

 

All speed tests from different machines show like an upload cap of around 5mbps. Downloads are around 800mbps.

 

I don't know if it's a provisioning issue or that Xfinity.com is still trying to connect to the XB6 somehow. There's no limiters or anything enabled in the pfSense box and I haven't changed anything when connecting the other modem. I've rebooted it a few times and even factory reset it to no change.

 

To rule out my network I tested from a laptop directly connected to the modem and the uploads were the same 5mbps.
