upload speed waaay to slow

Yesterday my internet was doing fine, but today I notice a slow load speed while surfing the internet. I tried several times restaring my modem and that didn't fix it, then I remembered that my package promotion was about to end so I change it for a new one thinking it would fix the problem but it didn't. before I had a 75mb download speed package and I was getting aroun 5mb upload speed, now is at 0.2mb sometimes below then that(see image). what are my options?
