Upload speed on 1Gbps symmetric plan

Since getting my 1Gbps plan I have had issues with reduced upload speeds. During install this occurred and technician resolved it via communications to internal teams. After a power outage the upload speed issue comes back. Worked with support on chat and briefly had better upload but another reboot and the upload appears to be throttled again to ~150 Mbps, download is consistently at expected speeds, only upload appears to be an issue. Can someone check what DOCSIS config file / service flow is currently assigned to my XB10 modem on the CMTS and confirm it matches the 1Gbps symmetric tier on my account? This looks like a provisioning issue rather than a local device issue.
