Upload Essentially at 0

I've been dealing with poor Internet performance and intermittent personal outages for a few weeks now. My plan is for 1200/35 (though they said they were increasing upload to 100 but never did). I regularly run speed test in the 400-500 range for download, but the upload is typically less than 1. I also ran the gateway test through Xfinity app that shows I'm getting the full 1200 down to gateway, but less than 1 upload...so something is broken somewhere on the upload side of things.

What can I do?
