Unsolicited Service Repair Leads to No Service

A service tech arrived at my home today in order to service me line without me requesting service. The technichian disconnected my previously working service and then left without expalining anything. When I called to report, I was told that I would have to wait until late tomorrow for a tech to return to repair what the first tech broke. Why?

That was probably maintenance putting a filter on your drop for noise backfeeding out to the neighborhood

Hmm.  They ran a new line from the pole to the house. Told me to reset everything manually. And then left.  At no time did they verify that the service was working.  And now I have no way to get it working as he left and no one is available today.  Is that standard practice?
