You and your device(s) decide what to connect to. I can't tell from your post what your situation is. Are you attempting to connect to your own router at home? Using a hotspot somewhere? (I have a feeling you may be in your own home but connected to a hotspot anyway.)

In general, when at home, you probably want to connect to your own router. (If your own router isn't secure, then check the settings.)
