Ungrounded Main Drop

I am in the process of trying to diagnose slower-than-expected Internet speeds and I noticed that the main outside Comcast cable drop from the pole does have a ground wire, but the ground wire is cut short and is not connected to anything (no ground block).

Is this the proper installation? and could it be affecting my internet speeds? Thank you in advance for any assistance.

No. It's not proper. Not only is it not proper, but it's also a potential electrical safety issue as well. Get a tech out there to properly ground / bond the line.
