Undergound Service Repair

I moved into a house that already had Xfinity in the past and got my Xfinity account set up prior to receiving the keys. It is an older home, not new construction. I was told by Xfinity that a technician went out and verified that the house is ready for service. Upon moving in and setting up the Xfinity Gateway Modem plugged into the Coax Cable, I could not gain a connection. I had a technician come out, and he troubleshot the issue and came to the conclusion that the Coax cable coming from the feed box is broken under the street. He then set up to have a construction crew come out and directional-bore and install new conduit and coax cable. The week of construction, I received a call from the supervisor in my area, and he came out to my house to talk to me in person. I was told it would cost me, the renter of the home, $14,000 USD to have a construction crew dig, repair, and fix the utility that is broken going to the house. This is not a new construction, nor am I upgrading the cable. I am just trying to receive internet. I am confused as to why it is the customer's financial responsibility to pay for the service utility to repair their own utility.
