Turn off public WiFi hotspot from my modem

I turned off the setting for you to use my modem for a public WiFi hotspot. Then I moved and have been having difficulties with my WiFi. My devices are being kicked off my internet and my internet is lagging. Then I realized there is a public Xfinity hotspot at my address and it matches my signal strength and turns off when I disconnect my modem! I told you NO to using my modem!! Now when I go into my app or go to my online account to turn it off, you block me from turning it off!!! If I could attach screenshots from the bogus errors you are giving me to prevent me from turning this off I would!!! I will cancel my services and report you for the bad business practices to the FTC and every government agency if this is not turned off in 24 hours!!!
