Trying to increase speed

Speed help needed.
I decided to totally overhaul my home network and bought a Motorola MB8611 modem and a Ubiquiti Unifi Dream Machine router. I went top of the line and installed both easily. My Xfinity tier was 100/5 and I decided to upgrade to a 400/10 tier. After a week, the  changes still hadn’t taken effect. I restarted everything. No increase in speed. Xfinity sent a tech. He ran the meter, and I have 1Gb right up to the end of the coax, but no increase in speed. When I hook the modem up directly to the laptop without the router, I get no increase in speed.
Is this a bad modem? Anything to try that we haven’t?

Update- I have achieved my desired speed. It turns out it was the Dream Machine router. Evidently Smart Queues was throttling it. In the controller UI, I went to Settings / Internet, and the uprate / downrate figures were my original speeds. I changed them to the new capabilities and am now getting full speed. I can't explain why this affected speed when the modem was linked directly to the laptop, but changing these figures made it work full speed.

That is a good question! I am so sorry that you can't seem to get the full speed you should have! When I looked over the case, I didn't see any of the usual stuff, like did you unplug the modem, plug it back in? Did you make sure all the cables were tight?
