Traceroute
The second address in a traceroute is 100 93.70.131, is that correct or has my parents network been hijacked by hackers?

It's CG NAT (Carrier Grade Network Address Transnslation). Google for more information.

Thank you @EG & @user_llpi3m it is what our expert added. Could you explain how you think your parent's network could have been hacked? What are they noticing that's abnormal?

That is their CRAN (Converged Regional Area Network) routing infrastructure. It's normal. The number of hops is no cost to you as it's not adding to the latency. The only drawback are more potential points of failure.
