tottler speed internet

My internet speed is supposed to be up to 100 down.  I am currently getting 9.8 down.  Comcast's website  is broken , they cannot keep tv and services running , maybe comcast should shut down until virus event has passed ?  Stop billing people for services that are not delivered.  Comcast's outage map shows no outage here where I am at.  Cable tv about every 2.5 hours  gets pixelated on hd channels for about 30 seconds.  And the internet is suppossed to somewhere near 100 down only getting 9.8 down.

I turn cable tv box off for 10  minutes if works ok for a couple of days then same thing happens again.  Looks comcast/Infinity is falling apart.
