Terrible Internet Connectivity - High Ping, 10-15% Packet loss

Hello! I've been pulling my hair out at my current Comcast Internet connectivity.... 

I've gone through the steps in the guide posted here: https://forums.xfinity.com/t5/Your-Home-Network/Internet-Troubleshooting-Tips/td-p/3310447#

 

  1. No Service Interruptions according to comcast
  2. No changes in service
  3. Equipment/OS (Win10, OSX, Linux) accross modern hardware all exhibit the same slowness/packet loss... Using wired and wireless connections
  4. Modem is compatible (Motorola MB7621)
  5. I've restarted/Reset my equipment as stated in above guide
    1. Went as far as Resetting the configs default
  6. Modem Signal Levels seem to be okay

  7. No T3 or T4 timeouts
  8. Coax/Connectors seem to be okay.. no heavy kinks/bends
  9. Signed up for 275mbs down... currenting getting between 180-250 on speed tests
  10. MTR test to www.comcast.net shows about a 15-20% packet loss, PIng shows the same.. These tests were run from a hard wired connection into the router which is connected to the cable modem
