SYNC Timing Synchronization failure (modem constantly rebooting)

I've just moved in a new apartment, trying to configure internet connection.  My TP-Link 7650 modem gets a connection for ~10 seconds, then reboots and process goes in cycles like this. I've already tried to use different sockets in my apartment but with no luck. 

In logs there are lot of "SYNC Timing Synchronization failure" errors

This is Downstream / Upstream channels when modem gets a connection.
