Stuttering Internet in the evening (Sunnyvale, CA)

I am experiencing frequent outages of anywhere between 5 - 30 minutes consistently in the evenings at my address in Edited <Personal Information>. I have heard other complaints about the network being "over-subscribed" which may be the cause of these issues. Are planned upgrades in the works and is anybody else in this area also experiencing these issues?

Circling back after a technician came by our house a week and a half ago. It seems like the issue was with the upstream connection. He did some maintenance or something but the internet problems have largely gone away now.
