Started Unicast Maintenance Ranging - No Response received - T3 time-out

I keep having these T3 errors. I had a technician come out a month or so ago to diagnose the problem, and the issue he found left me at the mercy of Xfinity. He mentioned something about the need to upgrade the local node. 

I am using a Netgear CM3000, and I have the error log.
