speed of file downloads

1. speedtest shows wifi 1gb speeds.  hardwired 450-500mbps. Tried direct connect with a new cat8 cable, didn't help. 

2. comcast seems to be throttling my download speeds, cant get over 300-400 KiB/s when it should be multiple MB+ no problem. It used to be, something changed.

can you assist with both of these issues? thanks

no solution when tech came here. their meter reads full speed, my pc hardwired is throttled. my laptop hardwired has better results, but still not full speed.

tried different cords, different network ports on PC, reinstalled software for network ports, etc.

tried different speed test websites, but all had varying results, and never more than ~500Mbps. some as low as 30-40Mbps, some ~220Mbps, some ~450Mbps. 

If anyone can make sense of this , let me know. Firewall disabled, etc.
