Slow speeds

I just bought a new router because I was having trouble with my internet speed. I'm paying for 100mbps but I never get it. I replaced my old router because of thd slow speeds but the new one is doing the same thing. When I reboot it I get 50 to 60mbps but within 15 minutes it is down to 3 to 4mbps. That is not acceptable. I need answers!
