Slow Neighborhood Network - Congested Node

My neighbors and I are having severe congestion issues in the evenings, where latency often peaks at over 200ms, while download speeds drop to less than 60% of advertised bandwidth. My upload speeds generally stay higher for me because I'm one of the few with a DOCSIS 3.1 modem that is mid-split OFDMA capable. It's clearly a congestion issue since the neighborhood is experiencing the same thing around the same time in the evenings. For the rest of the day most people are away from home so I see bandwidth recover. I've double checked my own modem, connection, wiring, and there is no way it's the culprit.

Wanted to start this thread to continue documenting the overwhelmed node in this area of Baltimore (21215).

I highly doubt Xfinity will do anything about node congestion in this under-served community, so I'm thankful that FIOS is finally coming to the city.
