Slow internet speeds. Lots of line errors

I have an 800down, 20 up package from Xfinity. However the most my modem can pull is 400 down. 20up.

I have replaced or reconfigured every thing on my network in order to try and isolate the issue. My internal network works perfectly with speeds up to 980.

I see a lot of corrected and uncorrected errors on my line. My traffic to and from the internet is littered with TCP resets, causing packets to get re-transmitted. 

As far as I can tell, this is an issue with my line, and not a home network issue ( I am a network Eng by trade ) 

What can Xfinity do in order to help correct this issue?
